HONGKONG. 12th December, 1921.
With reference to your despatch No.61 of the
7th March, 1921, I have the honour to return herewith for cancellation the certificate (Form E) received with your
despatch No.114 of the 7th April, 1920, which bears the
names of the two children, and to forward for the signature
of one of His Majesty's Principal Secretaries of State a
certificate prepared on the correct form (Form D).
I would invite attention to the fact that
while this form of certificate is issued only to persons with respect to whose nationality as British subjects a
doubt existe, the words "Signature of Alien" appear on the
back of the certificate. In view of the fact that section 4 of the British Nationality and Status of Aliens Act, 1914, states that the grant of this certificate shall not be "deemed to be any admission that the person to whom it was granted was not previously a British subject", I would submit that these words "Signature of Alien" should be altered to "Signature". In this connection it will be observed that the recipient of this form of certificate is described in the section referred to as a "person" and not as an "alien".
